Digital ID Cards and Driving Licences Now Legally Valid

Digital documents such as ID Cards and Driving Licences now hold legal recognition, following amendments made under Law No. 19-A/2024, published on February 7th, 2024. These legislative changes affirm that digital versions of these documents possess the same legal and probative validity as their original counterparts.

How does this change work?

To access personal documents, residents can utilize the helpful app provided by the Portuguese government called id.gov.pt. Developed by Agência para a Modernização Administrativa, I.P. (AMA I.P.), this app offers a secure and reliable way to access a wide range of documents, providing residents with access to their individual digital wallet.

Which documents are stored in the digital wallet?

The documents currently available in the digital wallet include:


  • ID Card
  • Driver Licence
  • Single Automobile Document (DUA)
  • ADSE Beneficiary Card
  • Blood Donor Card
  • Employee Card (it is for public employees only)
  • Single Port Card
  • Cultural Affairs’ Worker Card
  • European Youth Card
  • Digital Defence Identification Document
  • Former Combatant Card
  • Military Health Care Card (ADM)

How can one gain access to their own digital wallet?

To access the digital wallet, residents must first create a Digital Mobile Key, which serves as an authentication method. Once set up, citizens can access their digital wallet through the app, allowing for secure and convenient storage of important documents and information.

Over 70,000 local lodging (Alojamento Local) units are at risk of having their licenses cancelled. This could result in the loss of their short-term rental registration in Portugal.  This occurs when property owners fail to submit civil liability insurance, as required by Decree-Law No. 76/2024 of 23 October. This new AL regulation came into effect in March of this year.
